Important local stakeholders of the Pacific Agreement on Closer Economic Relations (PACER) Plus participated in a two-days Monitoring, Evaluation, Learning and Adaptation (MELA) framework development workshop in Honiara (1-2 February 2024).
The workshop attended by important Government stakeholders was aimed at deepening the understanding of the role a MELA National Framework plays in monitoring the effective implementation of PACER Plus in Solomon Islands.
When opening the workshop, Deputy Director of External Trade in the Ministry of Foreign Affairs and External Trade, Jenny Barile said this framework is not just a tool, but a cornerstone to build transparency, accountability, and the successful realization of the benefits PACER Plus promises for the Solomon Islands.
She encouraged participants to engage in meaningful discussions, exchange insights, and forge connections that will contribute to the development of a comprehensive and effective MELA National Framework.

In May 2023, the Pacific Agreement on Closer Economic Relations (PACER) Plus Joint Committee approved the Monitoring, Evaluation, Learning and Adaptation (MELA) Framework.
The MELA Framework guides the PACER Plus Implementation Unit (PPIU) and Parties on the approach to achieve the objectives articulated through the PACER Plus Chapters, the Implementing Arrangement and the Arrangement on Labour Mobility, that is, to increase trade, investment, and economic opportunities for inclusive economic development.
The Pacer Plus Implementation Unit (PPIU) has tasked consultants, the Moonshot team to conduct the MELA framework development workshop in member countries.
